Peel and thinly slice potatoes. Sprinkle with salt and mix well. Chop onion and bell pepper, add to potatoes.
Heat olive oil in a frying pan over medium-high heat.
Drain potatoes, discard water, and add to pan. Stir-fry 1–2 minutes.
Turn heat to low, cover, and cook slowly 15–20 minutes, stirring occasionally, until tender.
Meanwhile, whisk eggs in a large bowl with salt, pepper, and cayenne (if using).
Transfer cooked potatoes, onions, and peppers to a bowl. Let rest 10 minutes.
Pour eggs over, mixing gently.
Heat a little oil in a frying pan over medium heat. Pour in mixture. Cook uncovered ~8 minutes until ⅔ set, shaping edges with a spatula.
Slide omelette onto a plate. Flip it back into the pan, cooked side up. Cook another ~5 minutes on low.
Slide onto a plate or board, cut into slices, and serve — delicious on its own or with salad and bread.
