Slice 4 large peeled potatoes using a mandolin or knife.
Season 500 grams of minced beef with 1/4 tsp ground cinnamon, 1/4 tsp red chili powder, 1 tsp cumin powder, and 1/2 tsp paprika powder; mix well.
Combine 250 ml of milk with 250 ml of cream, add 1/2 tsp of salt, freshly ground black pepper, and 1/4 tsp of ground nutmeg; stir well with a fork.
In a large pot, add the cream mixture and all the sliced potatoes; set a timer for 8 minutes and cook on high flame.
In a light frying pan or wok, heat 3 tbsp of oil; add 4 chopped garlic cloves and 1 inch of minced ginger, frying for a few seconds.
Add 1 finely diced medium-sized onion and cook until translucent.
Add the seasoned minced beef and 1 finely chopped green chili, along with 1/2 tsp of salt; stir-fry for about 45 minutes until the meat is browned.
Add a handful of coriander leaves and continue cooking on high flame until the liquid has disappeared.
Add 1/2 cup of canned tomato to the meat and cook for another 2-3 minutes; turn off the heat and set aside.
In a large casserole dish, layer half of the sliced potatoes, then top with the ground beef mixture, followed by the remaining potatoes and milk mixture.
Top with grated mozzarella cheese and some ground black pepper; cover with foil.
Bake in a preheated oven for about 25-30 minutes or until the potatoes are tender.
Remove the foil and continue baking until the top is golden brown and bubbly for another 10-15 minutes.
Let the dish rest for 15 minutes before cutting and serving.
