In a small container, mix 3 tablespoons of creamy peanut butter, 1 tablespoon of soy sauce, 1 tablespoon of oyster sauce, half a tablespoon of chicken bouillon powder, 1 tablespoon of vinegar, 1 teaspoon of sugar, 1 tablespoon of Korean chili pepper flakes, and 1 tablespoon of toasted sesame oil until well combined.
Fill a pot with water and bring it to a boil.
In a wok or pan, heat 1 tablespoon of oil over medium-low heat, then add the white parts of the green onions, garlic, and ginger; sauté for about 1 minute.
Cook the noodles according to package instructions; the creator uses Jang noodles but mentions that any kind of noodles will work.
Once the aromatic ingredients are browned and fragrant, add the peanut butter sauce and stir for about 1 minute.
Add 1/4 cup of pasta water from the cooked noodles to the sauce and stir for 1-2 minutes to combine.
Add the drained noodles to the sauce and stir-fry for about 1 minute, adding more pasta water if needed to achieve desired creaminess.
Plate the noodles, garnishing with the green onion greens, julienned cucumber, and crushed peanuts.
