Simmer until mutton is tender, about 1.5 hours, adding water if necessary.
Remove mutton and set aside; strain the broth if desired.
Add rinsed basmati rice to the pot with the broth; bring to a boil.
Reduce heat to low, cover, and cook until rice is tender, about 20 minutes.
Fluff the rice with a fork and fold in raisins and chopped mutton.
Garnish with toasted almonds and serve hot.
