Place ingredients into the instant pot or slow cooker. Place beef into instant pot. Add beef broth, French onion soup, beer, garlic powder, onion powder, and salt.
Cook in the instant pot on high pressure for 1.5 hours or in a slow cooker on low for 8-10 hours. If using an instant pot you can either do a natural release or turn to venting for quick release once the cooking time is up.
Remove any visible fat. Slice or shred the meat.
Spread rolls with butter or mayo. Broil for 2-3 minutes or until the bread starts to brown. Serve meat on crusty rolls with an individual side dish of the au jus juice for dipping.
