Preheat the oven to 400°F (200°C).
Line a baking sheet with parchment paper or butter it.
In a large bowl, combine 2 cups of all-purpose flour, 1 and 1/4 teaspoons of baking powder, 1/2 teaspoon of baking soda, 1/2 teaspoon of kosher salt, 1/4 to 1/2 teaspoon of freshly ground black pepper, 1/2 teaspoon of paprika, and 1 tablespoon of granulated white sugar. Whisk to mix the dry ingredients well.
Cut 6 tablespoons of cold butter into small cubes and add to the flour mixture. Use a pastry blender or your fingers to cut the butter into the flour until it resembles coarse crumbs, leaving some larger pieces of butter.
Add 1/2 cup of grated Parmesan cheese, 2 tablespoons of finely chopped chives, and 1/4 cup of chopped bacon to the mixture. Mix everything together using your fingers until well combined.
Make a well in the center and gradually add up to 1 cup of cold buttermilk, starting with 3/4 cup. Mix gently until the dough comes together, adding more buttermilk if necessary to achieve a moist dough.
Flour your work surface and knead the dough a few times to bring it together. Pat the dough into a circle about 1/2 inch thick.
Use a round cookie cutter to cut out scones, placing them on the prepared baking sheet. Brush the tops with milk or cream and sprinkle additional grated cheese on top.
Bake in the preheated oven for around 18 minutes, or until golden brown and crisp on the outside. Check for doneness with a toothpick.
Let the scones cool for a few minutes before serving.
