Prepare the white sauce by melting 2 tbsp of desi ghee/butter in a pan, adding 2 tbsp of refined flour, and stirring until combined. Gradually add 1 & 1/2 cup of cold milk, whisking until thickened. Season with 1/2 tsp salt and 1/4 tsp pepper.
Cut the cauliflower into florets and steam until just tender, about 5-7 minutes.
Slice the mushrooms and sauté in a skillet with 2 tbsp of desi ghee/butter over medium heat until browned, about 5-6 minutes.
Add the finely sliced onions to the mushrooms, cooking until the onions are translucent, about 3-4 minutes.
Combine the steamed cauliflower, sautéed mushrooms, and onions with the prepared white sauce, mixing gently to combine.
Transfer the mixture to a baking dish, spreading it evenly.
Sprinkle 50 grams of grated cheese over the top and add 4-5 crushed peppercons.
Bake in the preheated oven at 375°F (190°C) for 25-30 minutes, or until the top is golden brown and bubbly.
