Activate yeast in lukewarm water until foamy, about 5-10 minutes.
Combine all-purpose flour, sugar, and salt in a large bowl.
Mix in the activated yeast mixture, milk powder, and melted butter/oil until a dough forms.
Knead the dough on a floured surface until smooth.
Place the dough in a greased bowl, cover, and let rise in a warm place until doubled.
Preheat the oven to 375°F (190°C).
Punch down the risen dough and shape it into buns.
Place the buns on a lined baking sheet, cover, and let rise for another 30 minutes.
Brush the tops with melted butter/oil and sprinkle with sesame seeds.
Bake in the preheated oven for 15-20 minutes until golden brown.
