Preheat the oven to 450°F (232°C).
In a large bowl, whisk together 3 cups of all-purpose flour, 4 teaspoons of sugar, 1 tablespoon of baking powder, 1/4 teaspoon of baking soda, and 1 1/4 teaspoons of salt.
Heat 2 cups of heavy cream in the microwave to about 95 to 100 degrees Fahrenheit for 60 seconds.
Add the warm cream to the dry ingredients and stir with a spatula until smooth.
Use a greased 1/3 cup measure to scoop and drop the dough onto a baking sheet.
Bake in the preheated oven for 10-12 minutes, rotating halfway through.
Brush the baked biscuits with 2 tablespoons of melted unsalted butter.
