Roasted Lemon Parmesan Green Beans

2 tbsp olive oil
1 lemon, zested and juiced
1/2 cup grated Parmesan cheese
1/2 tsp garlic powder
1/2 tsp salt
1/4 tsp black pepper
1/4 tsp red pepper flakes (optional)
