Heat 1 cup of milk and 1/4 cup of butter on medium low until it melts together, reaching about 100°F (38°C).
Add 2 teaspoons of yeast to the milk and butter mixture and stir well to hydrate the yeast.
In a large bowl, combine 3 2/3 cups of flour, 1 teaspoon of salt, and 1/4 cup of sugar; mix together.
Briefly mix 2 eggs in a separate bowl.
Add the milk mixture and the beaten eggs to the dry ingredients; mix until combined.
Turn the dough out onto a clean work surface and knead until smooth and elastic, about 10 minutes.
Let the dough rest for a few moments, then check its elasticity; it should stretch easily without tearing.
Form the dough into a ball and place it in a greased container; cover and let rise for at least 90 minutes until doubled in size.
Prepare a 9x13 inch (23x33 cm) pan by greasing it.
Check the dough; it should hold its shape when pressed but not collapse.
Divide the dough into 12 equal pieces (or 15 for smaller rolls).
Shape each piece into a round ball, tucking the edges underneath to create tension.
Place the shaped rolls seam side down in the prepared pan, spacing them evenly.
Cover the rolls with a towel or plastic wrap to prevent drying out; let them rest for about 45 minutes until doubled in size.
Preheat the oven to 350°F (180°C).
Bake the rolls for 20 to 25 minutes or until golden brown.
