Cut the cauliflower into florets.
Cook the cauliflower in salted water for about 5-6 minutes until still crunchy but firm.
Melt 2 tablespoons of butter in a saucepan.
Add 2 tablespoons of flour to the melted butter and cook for about 30 seconds to make a roux.
Slowly add 1 3/4 cups of half and half to the roux, stirring until it comes to a boil.
Season the sauce with a dash of salt and a dash of black pepper.
Check the cauliflower to ensure it is still firm, then drain the water.
Transfer the drained cauliflower to a gratin dish.
Sprinkle half of the 1/2 cup of mozzarella cheese over the cauliflower.
Pour the cream sauce over the cauliflower and cheese.
Sprinkle the remaining mozzarella cheese on top, along with 1 tablespoon of parmesan cheese.
Place the gratin dish under the broiler about 4 inches away from the heat source.
Broil for about 3 minutes until the top is golden and bubbly.
