Bring a pot of water to a boil.
Cut the small-sized potatoes in half.
Add a generous amount of salt to the boiling water.
Carefully place the halved potatoes in the boiling water, ensuring they are submerged.
Chop 3 cloves of garlic roughly and set aside.
Preheat the oven to 220°C (428°F) for 10 minutes.
Line a baking tray with parchment paper.
Grind dried rosemary in a mortar and pestle until fine.
After 10 minutes, drain the boiled potatoes.
In a small pot, add a quarter cup of cooking oil and butter, then add the chopped garlic and ground rosemary.
Stir the mixture until fragrant, then turn off the heat.
Transfer the boiled potatoes to a bowl and toss them to create coarse edges.
Add a little black pepper to the potatoes and mix well.
Using a sieve, pour the garlic oil over the potatoes and mix until coated.
Transfer the coated potatoes to the lined baking tray and spread them out evenly.
Roast the potatoes in the preheated oven for 30 to 35 minutes, flipping them halfway through at around 17 to 18 minutes.
Check for doneness; the potatoes should be crunchy on the outside and moist on the inside.
