In a mixing bowl, add 4 cups of flour, 1 teaspoon of salt, 2 teaspoons of sugar, and 1 packet of yeast. Mix with a spoon.
Add 1 cup of boiling water, 3/4 cup of cold full cream milk, and 2 tablespoons of melted butter to the dry ingredients. Mix with a spoon until combined.
Knead the dough by hand until it becomes smooth and doesn't stick to your hands or the surface, which can take 3 to 10 minutes.
Shape the kneaded dough into a circle and place it in a greased bowl. Cover the bowl with a lid or cling wrap.
Let the dough rise in a warm place for 30 minutes to 1 hour, or use a microwave with boiling water to create a warm environment for about 30 minutes.
Once the dough has doubled in size, punch it down to release the air and prepare for a second rise.
Line a heat-proof pan with baking paper and place the dough inside. Let it rise uncovered in a warm place for 20 to 30 minutes until it doubles in size again.
Boil water in a pot and cover the pan with foil to prevent water from entering. Place the pan in the boiling water and cover the pot.
Steam the bread for 45 minutes. After 45 minutes, check if the bread is done by pressing on it; it should spring back if cooked.
Remove the bread from the pot and let it cool slightly before cutting to see the soft texture.
