Add about 8 cups of water to a large pot and set it on high heat.

Add half of a small onion, 2 garlic cloves, tomato bouillon, chicken bouillon, and salt to the pot.

Transfer the chilis, tomatoes, and a piece of onion to a blender and blend until smooth, adding 2 cups of broth from the pot.

Reserve one cup of salsa and strain 4 cups of broth to use as consomme.
