Wrap the Russet potatoes in foil and bake for about 1 hour, or boil them for 8-10 minutes until fork-tender with some resistance.
Let the potatoes cool completely, then peel them.
Grate the cooled potatoes using a grater.
Cook the bacon in a seasoned skillet until crispy, then chop it up.
In a bowl, combine grated potatoes, chopped bacon, and grated cheddar cheese.
Add flour, salt, and black pepper to the mixture and stir until well combined.
Shape the mixture into tater tots using a medium-sized cookie scoop, then shape them into cylinders.
Freeze the shaped tater tots for about 15 minutes to help them hold their shape.
Coat the tater tots lightly with flour or a half flour, half cornstarch mixture.
Heat oil in a fryer to between 360°F and 375°F and fry the tater tots in batches of about 8 for 3.5 to 4 minutes until golden brown.
