In a smaller bowl, combine 3 tablespoons of active dry yeast, 1 tablespoon of sugar, and 1 cup of lukewarm water. Mix with a fork and let it sit for 10-15 minutes until foamy.
In a large bowl, add 10 cups of all-purpose flour, 1 cup of sugar, and 1 tablespoon of salt. Stir to combine.
Once the yeast mixture is foamy, add it to the large bowl with the dry ingredients.
Add 1/2 cup of vegetable oil and 3 cups of lukewarm water to the mixture.
Mix everything together until well combined, stirring for about 1-2 minutes until the dough starts to come together.
Let the dough sit for 10 minutes before kneading.
Knead the dough by hand for about 8 minutes until smooth and elastic.
Place the kneaded dough in a greased bowl, cover it, and let it rise in a warm place until doubled in size, about 1 hour.
Punch down the risen dough and divide it into equal pieces.
Shape each piece into a ball and place in a greased baking dish.
Cover the rolls and let them rise again for about 30 minutes until puffy.
Preheat the oven to 375°F (190°C).
Bake the rolls for 15-20 minutes until golden brown.
