Mix 8 teaspoons of sugar and 2 teaspoons of ground Saigon cinnamon in a bowl to create the cinnamon sugar mixture.
Measure out 15 ounces of Bisquick and add the cinnamon sugar mixture directly to it.
Mix the Bisquick and cinnamon sugar mixture by hand until combined.
Add 1 cup of water to the mixture and stir until well combined, creating a fluffy dough.
Prepare a cookie sheet by greasing it or lining it with parchment paper.
Drop spoonfuls of the dough onto the cookie sheet, spacing them about 1 to 2 inches apart.
Preheat the oven to 425°F (220°C).
Bake the biscuits in the preheated oven for about 8 to 11 minutes, checking for a golden color.
While the biscuits are baking, prepare the frosting by melting 2 tablespoons of butter in the microwave.
Add 1/2 teaspoon of vanilla to the melted butter and mix well.
Gradually add 3 cups of powdered sugar, alternating with milk, to achieve a thin frosting consistency.
Once the biscuits are done, brush the warm biscuits with the prepared frosting using a pastry brush, allowing it to soak in and create a glaze.
