Add cold water and vinegar, mixing until just combined.
Turn the dough onto a floured surface and shape into a rectangle.
Wrap in plastic wrap and refrigerate for at least 30 minutes.
Roll out the dough into a larger rectangle on a floured surface.
Fold the dough into thirds like a letter, then roll out again.
Repeat the folding and rolling process several times to create layers.
Chill the dough again for at least 30 minutes before use.
Preheat the oven to 400°F (200°C).
Roll out the dough to desired thickness for your recipe.
Cut into shapes as needed and place on a baking sheet.
Brush with egg yolk and milk mixture for a golden finish.
Bake until puffed and golden brown, about 15-20 minutes.
