In one of the bowls, add ice cold seltzer water gradually to create a batter, stirring until combined. If needed, keep water handy to thin the batter.
Heat oil in a skillet to 350°F, using a thermometer to check the temperature.
Coat the brussels sprouts in flour, then dip them into the batter, and return them to the flour again for a second coating.
Carefully place the coated brussels sprouts into the hot oil, ensuring not to crowd the skillet.
Fry the brussels sprouts until golden brown and crispy, then remove them and place them on a cooling rack with paper towels underneath.
Cut one of the fried brussels sprouts open to show the inside and demonstrate the crispiness.
