Line a baking sheet with parchment paper and set it aside.
In a large mixing bowl, add all-purpose flour, sugar, baking soda, and baking powder.
Add a pinch of nutmeg and a little paprika or red chili powder for flavor.
Cut in cold butter into small cubes using a pastry cutter until the mixture resembles small crumbs.
Add shredded cheddar and parmesan cheese, and optionally chives or green onions, and parsley.
Prepare buttermilk by mixing 1 tablespoon of milk with 1 tablespoon of buttermilk, then add a quarter cup of this mixture to the dry ingredients.
Mix until the mixture forms a nice ball and there are no dry ingredients left.
Turn the dough onto a counter and mix lightly to combine without overmixing.
Shape the dough into a circle about 7 inches in diameter.
Cut into 2-inch pieces and arrange them on the prepared baking sheet with space in between.
Brush the tops with milk or cream and sprinkle with more shredded parmesan cheese.
Bake at 400 degrees Fahrenheit for about 18 minutes until they rise and turn golden brown, checking with a toothpick if necessary.
