Activate the yeast by combining 4 ounces of warm water, 2 teaspoons of active dry yeast, and some sugar in a bowl; stir and let sit until frothy.
Measure 2 1/4 cups of all-purpose flour into a large bowl and add 1 tablespoon of sugar.
Heat 3 ounces of lactose-free milk in the microwave for about 30 seconds.
Add 1 tablespoon plus 1 teaspoon of softened butter to the flour mixture and cut it in.
Pour the yeast mixture into the flour mixture, then gradually add the milk while mixing.
Knead the dough until smooth, adding a few droplets of water if necessary.
Divide the dough into 5 equal pieces and shape each into a dome, pinching the bottom shut.
Roll each piece to smooth it out, then flatten it slightly and place on a greased tray.
Cover the rolls and let them rise for about 1 hour.
Preheat the oven to 350°F and bake the rolls for about 30 minutes, checking for browning.
Remove from the oven and let cool on a wire rack for about 5 minutes before serving.
