Peel 2 pounds of red potatoes, ensuring they are clean and dry.
Cut the potatoes into halves or quarters, depending on their size, ensuring they are all roughly the same size for even cooking.
In a large pot, add the potatoes and pour in 1.5 quarts of chicken stock.
Bring the chicken stock and potatoes to a boil until fork-tender.
While the potatoes are boiling, prepare the cream mixture by combining 1 cup of whole milk, 0.5 cup of heavy cream, and 0.5 stick of butter in a saucepan.
Add 1 teaspoon of garlic to the cream mixture and warm it over a light gentle simmer, then set aside.
Once the potatoes are fork-tender, drain them and return them to the pot.
Use a handheld masher to mash the potatoes to your desired consistency, leaving them a bit lumpy if preferred.
Gradually add the warmed cream mixture to the mashed potatoes until the desired consistency is reached.
Incorporate Boursin garlic and herbs cheese into the potatoes, mixing well.
Season the mashed potatoes with salt, black pepper, and optionally onion powder to taste.
Transfer the mashed potatoes to a serving dish, adding an additional tablespoon of butter on top for garnish.
Garnish with chopped green onion before serving.
