Chop green bell peppers, yellow bell peppers, red bell peppers, green tomatoes, and onions into small pieces.
Chop cabbage into thin pieces, discarding hard pieces.
Combine all chopped vegetables in a large bowl.
Add kosher salt to the vegetable mixture and mix well by hand.
Cover the bowl with parchment paper and aluminum foil and refrigerate for at least 4 hours or overnight.
Prepare sterilized jars by filling them with water and placing them in a canner to sterilize for 15 minutes.
Remove the vegetable mixture from the fridge and pour off excess water without rinsing.
In a pot on medium heat, add mustard seeds, celery seeds, white vinegar (3 cups), ground ginger, and roasted garlic powder.
Add the cabbage mixture to the pot and mix well.
Bring to a boil and then let it simmer for 25 to 30 minutes.
Fill sterilized jars with the chow chow mixture using a slotted spoon, packing it in tightly and adding juice to fill the jars completely.
Clean the rims of the jars with a vinegar-soaked paper towel before sealing.
