2 packages taco seasoning mix

1 tablespoon plus 3/4 teaspoon minced garlic
1/2 teaspoon cayenne pepper
1.5 cups water
1 tablespoon yellow cornmeal
2 packages Tostitos
24 ounces salsa
1 cup sliced green onions
16 ounces sour cream
1 tablespoon chili powder
3 cups shredded Monterey Jack cheese
3 cups shredded cheddar cheese

In a skillet, cook 2 pounds of ground beef until browned, then drain the grease.

In a baking dish, layer Tostitos chips on the bottom instead of corn tortillas.
