Separate the sauce from the sardines in the can; reserve the sauce for later.
In a large bowl, add the sardines and mash them into a puree.
Add 1 clove of minced garlic, 2 tablespoons of chopped onion, and 1 tablespoon of chopped cilantro to the sardines.
Add 3/4 cup of bread crumbs and 1 cup of all-purpose flour to the mixture.
Crack in 1 egg, then add 1/4 teaspoon of salt and a pinch of black pepper; mix thoroughly.
Knead the mixture well to ensure all ingredients are fully combined and the mixture is not sticky; add more bread crumbs if needed.
Form the mixture into balls or fritters, ensuring they are compact and not sticky.
Let the fritters rest for about 5 minutes to firm up before cooking.
For the sauce, combine 2 tablespoons of chopped onion, 1 large chopped tomato, and the reserved sardine sauce in a bowl.
Add the reserved cilantro and 1/4 teaspoon of salt to the sauce mixture, along with the juice of 1 lime; mix well and refrigerate until ready to serve.
In a skillet, heat 1/2 cup of oil over medium heat and fry the fritters for about 1 minute on each side until golden brown.
Remove the fritters and place them on a plate lined with paper towels to absorb excess oil.
