Turn on the sauté button on the Instant Pot and add 2 tablespoons of oil.
Chop 3 stalks of celery (about 1 cup) and add to the pot.
Add a bag of pepper and onion blend to the pot.
Sauté until softened, then add 3 tablespoons of minced garlic and 2 cups of pre-sliced okra.
Once the vegetables are softened, remove them to another bowl.
Add 2 more tablespoons of oil to the pot for the roux.
Add 1/3 cup of flour to the oil and stir, adding more oil as needed to achieve a brown roux.
Once the roux is brown, add 4 cups of broth to the pot.
Add 1-1.5 pounds of chicken (boiled and deboned or raw, cut into bite-sized pieces) and 1/2 pound of sausage.
Season with pepper to taste and add 1 tablespoon of Tony's seasoning and 2 bay leaves.
Add a 15-ounce can of homemade tomatoes with bell peppers and onions and a dash of thyme (about 1/8 teaspoon).
Set the Instant Pot to cook for 10 minutes (15 minutes if using raw chicken).
After cooking, allow for natural release for 9-10 minutes.
If desired, add about 1 pound of cleaned and deveined shrimp after the natural release and cook for an additional 5 minutes with quick release.
Serve the gumbo over rice.
