Heat butter in a large pot over medium heat until melted.
Add chicken pieces and brown on all sides, about 8-10 minutes.
Remove chicken and set aside; add onions, carrots, and celery to the pot.
Sauté vegetables until softened, about 5 minutes.
Stir in garlic and cook until fragrant, about 1 minute.
Sprinkle flour over vegetables and stir to combine, cooking for 2-3 minutes.
Gradually pour in white wine, scraping up any browned bits from the bottom.
Add chicken broth, thyme, and bay leaves; bring to a simmer.
Return chicken to the pot, cover, and cook on low heat for 30-40 minutes until chicken is tender.
Remove chicken and stir in heavy cream; simmer for another 5 minutes.
Adjust seasoning with salt and black pepper to taste.
Serve chicken topped with sauce and garnished with parsley.
