Add 4 and 1/2 quarts of water to a large pot.

Add 1 whole onion, 1 head of garlic, 8 bay leaves, and 3 tablespoons of salt to the pot.

Set the pot over high heat and bring to a boil.

Once boiling, add 2 lbs of chuck tender roast, 3 lbs of chuck pot roast, and 2 lbs of short ribs to the pot.

Allow the mixture to come to a second boil and skim off any impurities from the top of the broth.

Add 2 Roma tomatoes to the pot, cutting an 'X' on top of them for better cooking.

Cover the pot and cook over medium-low heat for 1 hour.

After 1 hour, check the meat and begin preparing the sauce by toasting 2 chile anchos in a dry pan until fragrant, about 5 to 10 seconds per side.

Toast 22 New Mexico wajo chiles in the same manner, then remove from heat.

Toast some garlic cloves in the same pan until fragrant.

Add some of the broth from the meat to the toasted chiles to soften them.

Remove the toasted garlic from the heat and add a cinnamon stick, spices, and sesame seeds to the pan, allowing them to toast for about a minute until fragrant.

Transfer all the toasted spices and chiles to a blender along with 2 bay leaves and peppercorns, and blend until pulverized.

Add the soaked chiles, 1/4 cup of apple cider vinegar, a piece of ginger, and garlic cloves to the blender and blend until smooth to create the birria sauce.

Open the pot with the meat, remove the onion and garlic, and pour the birria sauce into the pot, straining if necessary.

Add more broth if needed and mix well, tasting for salt and adjusting as necessary.

Cover the pot and continue cooking for 1 hour and a half or until the meat is tender.

After 1 hour and a half, check the meat for tenderness and remove the top layer of fat if desired.

Serve the birria with lime juice, chopped onion, and cilantro.
