Measure out 2 cups of whole grain brown rice and wash it.
Add water to the pot just beyond the top of the rice.
Add garlic powder, onion powder, black pepper, granulated chicken bouillon, and olive oil to the pot with rice, stir, and place it in the rice cooker to cook until done.
Chop the orange, red, and yellow bell peppers and onion, and spin them in a salad spinner to remove excess water.
Heat a pan on medium heat and add the peppers and onions to sauté.
Add 1 tablespoon of butter to the pan with the peppers and onions and stir.
Add another half tablespoon of butter and continue to stir until the peppers and onions are wilted down.
Prepare the steak strips by spraying a pan with cooking spray and heating it on medium heat.
Add the steak strips to the pan and season with garlic powder, onion powder, low sodium seasoning salt, and black pepper to taste.
Use a meat grinding tool to break up the meat as it cooks until no pink remains.
Combine the sautéed peppers and onions with the cooked steak in the same pan and keep on low heat to warm.
Strip the cilantro leaves from the stems, rinse, and spin dry in a salad spinner.
Chop the washed cilantro and set aside.
Cut two limes in half and set aside.
Chop a tomato and set aside.
Prepare avocado cream by mashing the flesh of a medium avocado in a bowl, then add sour cream from an 8-ounce container and stir.
Thin the avocado cream with additional sour cream if needed and set aside.
Once the rice is cooked, dump it into a large mixing bowl.
Add the chopped cilantro to the rice and squeeze the juice of one whole lime over it, stirring to combine.
Add the juice of the second lime to ensure enough lime flavor in the rice and stir again.
Start building the burrito bowl by adding cilantro lime rice to the bottom of a bowl.
Top the rice with the steak and pepper mixture.
Add sharp cheddar cheese on top and microwave for about 20 seconds to melt the cheese.
Add any desired toppings such as tomatoes and avocado cream on the side.
Drizzle chipotle ranch dressing on top of the burrito bowl.
Serve with chips and salsa.
