Add 2 1/2 cups of vegetable broth into a saucepan and add 1/4 teaspoon of saffron threads. Heat over medium heat.
Heat a large fry pan (12-inch paella pan) over medium heat and add 3 tablespoons of extra virgin olive oil.
Finely chop 1 small onion, roughly chop 8 cloves of garlic, and finely chop 1 red bell pepper.
Add the chopped vegetables to the hot pan and mix them around to coat in the olive oil, stirring continuously to avoid browning.
After about 4 minutes, when the vegetables are lightly sautéed, add 1 teaspoon of sweet smoked Spanish paprika and mix quickly to avoid bitterness.
Add 1/2 cup of tomato sauce, season with sea salt and freshly cracked black pepper, and mix well. Simmer for a few minutes.
Measure out 8 ounces of fideos and drain and rinse 1 can of chickpeas.
After simmering the tomato sauce for 3 to 4 minutes, add the fideos and rinsed chickpeas to the pan and mix well.
Gently add the simmering vegetable broth into the pan and mix to evenly distribute.
Simmer on medium heat for 7 to 8 minutes without stirring to maintain the pasta's texture.
After 8 minutes, if there is still some liquid left, lower the heat and simmer for another 3 to 4 minutes until all liquid is absorbed.
Remove from heat, cover with a dishcloth, and let it sit for a few minutes to ensure the pasta is cooked through.
Uncover and garnish with lemon wedges and fresh parsley.
