Heat a large pot over medium-high heat and add 1/4 cup of canola oil.
Dice one bunch of green onions (both white and green parts) and one red pepper.
Add the diced vegetables to the pot and stir, frying until translucent, about 5 minutes.
Remove the vegetables from the pot and set aside.
Add a little more oil and 1 tablespoon of unsalted butter to the pot.
Add 2 cups of rinsed long grain brown rice to the pot and toast for 8 to 10 minutes, stirring frequently until browned.
Add back the cooked vegetables, 4 cups of vegetable broth, and 1 1/4 cups of crushed tomatoes to the pot.
Season with 2 teaspoons of kosher salt, 2 teaspoons of garlic powder, 1/2 teaspoon of chili powder, 1/2 teaspoon of cumin, and 1/4 teaspoon of cayenne pepper.
Stir the mixture and increase the heat to high to bring it to a boil.
Once boiling, cover the pot, reduce the heat to low, and let it cook for 45 to 50 minutes.
After cooking, fluff the rice with a fork and garnish with chopped fresh parsley before serving.
