Add 1/2 onion, 6 garlic cloves, and 2 bay leaves to the boiling water with the chilies and cover for 20 minutes to soften.

Remove the chilies, onion, garlic, and bay leaves from the pot and place the chilies in a blender.

Add whole cumin seeds, black peppercorns, oregano, and the cooked garlic and onion to the blender with 2 cups of beef broth.

Blend until smooth and strain the mixture if desired.

Heat 2 tablespoons of olive oil in a pan and sear the beef until browned on all sides.

Remove the beef and add the chili sauce to the pan, scraping the bottom.
