Heat olive oil in a saucepan over medium heat until shimmering.

Add chopped onions and sauté until translucent, about 5 minutes.

Stir in minced garlic and chopped green chili peppers; cook for 1-2 minutes until fragrant.

Add chopped tomatoes and red bell pepper; cook until softened, about 10 minutes.

Stir in cumin, coriander, black pepper, and salt; cook for another 2 minutes.

Add water and sugar; bring to a simmer.

Reduce heat and let the mixture simmer for 15-20 minutes, stirring occasionally.

Remove from heat and let cool slightly.

Blend the mixture until smooth using an immersion blender or regular blender.

Stir in lemon juice and chopped fresh parsley.

Taste and adjust seasoning if necessary.

Serve warm or at room temperature as a dip or sauce.
