Place beef flank steak in the freezer for 5 minutes to firm it up for easier slicing.
Slice the beef flank steak into thin strips against the grain, removing excess fat but leaving some for flavor.
Put the sliced beef into a Ziploc bag and add all-around seasoning, which includes cumin, garlic powder, onion powder, oregano, pepper, and salt.
Add the juice of one lime to the Ziploc bag, mix well, and refrigerate to marinate.
Cut corn tortillas into triangles for tortilla chips.
Heat oil in a deep fryer or deep pan until hot, then fry the tortilla triangles in batches, moving them around until they stop bubbling and reach the desired color.
Remove the fried tortilla chips and place them on paper towels, sprinkling with salt while hot.
Heat 2 tablespoons of olive oil in a cast iron skillet over medium-high heat.
Add the marinated beef to the skillet and cook for about 2 minutes, then add sliced onions and bell peppers, tossing them together.
Add minced garlic and cook for an additional minute, then remove from heat.
In an oven-proof dish, spread a layer of refried beans on the bottom.
Add a layer of cheese, followed by a layer of beef fajitas, then repeat the layers with jalapenos and more cheese.
Preheat the oven to 350°F and bake the layered dish for a few minutes until the cheese melts.
Remove from the oven and top with pico de gallo, lime wedges, guacamole, and sour cream.
