Prepare the pickled slaw by mixing white distilled vinegar, dry oregano, and salt in a large bowl.
Add shredded cabbage, thinly sliced red onion, and shredded carrot to the vinegar mixture and stir until well combined.
Transfer the slaw to a container and let it chill for 20 to 30 minutes.
In a pan, heat vegetable oil over medium-high heat and cook chopped onions for 3 to 5 minutes until translucent.
Add minced garlic and cook for 30 seconds until fragrant.
Add rinsed and drained pink beans, chicken bouillon powder, and vinegar to the pan and stir.
Cook the bean mixture for about 3 minutes, then mash until it becomes a paste and let it cool completely.
In a bowl, mix masa arena and salt, then gradually add warm water until a dough forms with a play-dough consistency.
Take a portion of dough and pat it between your hands to form a basket shape.
Fill the basket with the bean mixture and oaxaca cheese, then close it up to cover the filling completely.
Heat oil in a pan and cook the pupusas for 3 to 4 minutes on each side until golden brown.
