Preheat the oven to 180°C and grease a baking tray with butter.
Combine yeast and half a teaspoon of Casta sugar in a small bowl, add 2 tablespoons of warm water, and set aside for 2 minutes or until the yeast gets activated.
Sift refined flour into a bowl, add salt, remaining Casta sugar, and milk powder, and mix well.
Mix saffron with hot milk in a small bowl and let it rest for a minute, then add this to the flour and knead into a soft dough using 1 cup of water.
Add butter and knead further, then cover with a wet muslin cloth and set aside for 10 to 15 minutes.
Dry roast coriander seeds and cumin seeds separately in a non-stick pan for 30 seconds each.
Cool and coarsely grind these seeds with red chili flakes.
Dust some refined flour on a tabletop, remove the dough from the bowl, and place it on the tabletop.
Knock back the dough, sprinkle the ground spices over it, and knead well.
Roll the dough and cut it into equal portions, then roll them into medium-sized balls and place them on the greased baking tray, cover, and set aside to prove for 20 to 25 minutes.
Apply milk wash on the bread rolls, place the tray in the preheated oven, and bake for 15 to 20 minutes.
Remove from heat, cool, and serve.
