Wash the fresh clams thoroughly with a brush to remove dirt, doing this one by one.
Open the clams using a thin, pointed knife, being careful not to spill the juice inside.
Place the opened clams in a bowl, keeping the juice for later use.
Heat vegetable oil in a skillet over low heat to prepare the refrito.
Add chopped onion, bell pepper, and tomato to the skillet.
Add minced garlic and a mixture of minced garlic and garlic paste to the skillet.
Season with salt, mustard, and black pepper, and sauté everything together.
Once the refrito is cooked, blend half of it with a little water to create a broth, leaving the other half chunky.
Return the blended mixture to the skillet and bring to a boil.
Add the opened clams to the skillet and squeeze fresh lemon juice over them.
Let the clams cook for about 5 minutes until they are ready, adding chopped parsley at the end.
Prepare the patacones by peeling and cutting green plantains into small pieces.
Fry the plantain pieces in hot oil until they are golden on both sides.
Flatten the fried plantains with a cup and then soak them in a mixture of water, garlic, and salt.
Fry the flattened plantains again until they are crispy and golden brown.
Serve the clams with their broth and the patacones.
