Heat olive oil in a skillet.
Add minced garlic to the skillet and sauté until fragrant.
Add chopped onions to the skillet and sauté until they are browned.
Add ground beef to the skillet, breaking it up as it cooks until browned.
Sprinkle black pepper, seasoned salt, and salt over the browned meat and mix well.
Slice bell peppers and set aside for later use.
Open the enchilada sauce and pour it into the skillet with the meat, stirring to combine.
Heat refried beans in a separate pot until warmed through.
Spread a little enchilada sauce in the bottom of a baking dish.
Dip taco shells in the enchilada sauce and place them in the baking dish.
Fill each taco shell with refried beans, ground beef mixture, and grated cheese, then roll them up and place seam-side down in the baking dish.
Pour remaining enchilada sauce over the rolled tacos in the baking dish.
Sprinkle chopped green onions and remaining cheese on top of the enchiladas.
Add black olives and additional meat on top if desired.
Set the Power XL or oven to 375°F and bake for 20 minutes.
