Slice the green bell pepper, red bell pepper, and onion into bite-sized pieces.
Heat 1 tbsp of oil in a pan over high heat.
Sauté the sliced vegetables in the hot oil until they are caramelized but still crunchy, about 5 minutes.
Add 1 tbsp of taco seasoning to the vegetables and mix well.
Add a tiny bit of salt to the vegetables, being careful not to add too much too early to avoid releasing water from the vegetables.
Transfer the sautéed vegetables to another dish to stop the cooking process.
Grease a 9x5 oven-proof dish.
Cut the corn tortillas in half to layer them better in the dish.
Layer the bottom of the dish with corn tortillas, overlapping them as needed.
Lightly coat the tortillas with a bit of oil to prevent sogginess from the wet ingredients.
Divide the refried beans into three portions and spread one portion over the tortillas.
Add 1/3 of the sautéed vegetables on top of the beans.
Add 1 can of drained and rinsed black beans for texture and protein.
Sprinkle cheese over this layer, using as much or as little as desired.
Repeat the layering process with another layer of tortillas, beans, vegetables, and cheese.
For the final layer, place a last layer of tortillas on top and sprinkle cheese over it.
Add the remaining black beans on top for garnish, along with slices of fresh jalapeno and black olives (optional).
Preheat the oven to 375°F (190°C).
Cover the dish with foil, using cooking spray on the foil to prevent sticking.
Bake in the preheated oven for 35 minutes.
After 35 minutes, remove the foil and switch the oven to broil.
Broil for 2-3 minutes until the top is browned, watching closely to prevent burning.
Remove from the oven and let it sit for 5 minutes before slicing to allow the cheese to set.
