Set heat to medium and add 1 lb of 80/20 ground beef to the skillet.
Stir the ground beef until it loses its pink color and remove all the grease.
Add 1/2 tsp garlic powder, 1/2 tsp onion powder, pepper to taste, and salt to taste to the beef.
Add green chilies to the beef mixture and stir.
Remove the beef from heat and set aside.
In a new skillet, set heat to medium and add 3 tbsp melted butter.
Add 3 tbsp flour to the melted butter and stir until it turns golden brown to make a roux.
Add chili powder gradually to the roux while stirring to avoid burning.
Add paprika to the roux and continue stirring until toasty.
Slowly whisk in 3 cups of chicken broth, adding a little at a time and stirring well.
Add 1/2 tsp garlic powder and 1/2 tsp onion powder to the sauce.
Add cumin, tomato paste, and chicken bouillon to the sauce and stir until dissolved.
Add oregano and sugar to the sauce and stir well.
Add pepper to taste and the remaining chicken broth, then taste the sauce for seasoning.
Remove the sauce from heat and set aside.
Set heat to medium-high and lightly fry corn tortillas one at a time for a few seconds each.
Place fried tortillas on napkins to absorb excess oil.
Spread a layer of enchilada sauce in the bottom of a casserole dish.
Dip tortillas in enchilada sauce and layer them in the dish, cutting them if necessary to fit.
Add a layer of the beef mixture on top of the tortillas.
Sprinkle freshly grated Kobe Jack cheese over the beef mixture.
Add finely chopped onions over the cheese layer.
Repeat the layering process with more tortillas, beef mixture, cheese, and onions.
Finish with a final layer of tortillas and top with cheese.
