Don’t overfill the pot with water — just make sure the pasta is covered. In the meantime, dice the onion, bell pepper, and tomatoes, and peel and chop the garlic. Add 4g of oil to a pan over medium heat. Add the onions and vegetables with a pinch of salt and stir-fry for 3–4 minutes. Push the vegetables to the side of the pan, add 2g of oil and the ground beef. Flip the ground beef after 1 minute, season with salt and black pepper, and after another minute break the meat up with a spatula. Make some space in the pan, add another 1g of oil, then add the garlic and let it become fragrant for about 30 seconds. Add the tomatoes and give everything a good stir. Now take out 2–3 scoops of pasta water with a ladle and drain the rest. Add the pasta water to the pan, stir, then close the lid and let it simmer for 2 minutes. Press the tomatoes down so the juices release. Add the cream cheese and mozzarella and stir until you get a creamy sauce.
